What does this Bass Scale Mean?

Anyone know what the numbers in the circles mean?
Its not fingers and its not something similar to E7 or whatever…
Anyone have any ideas?

PJH is right but the name most people put to them is scale degrees. If you were to number the scales from 1 – 8, this would be the diatonic scale. If you number them from 1 – 12 (half steps) this would be the chromatic scale. On the guitar, each fret equals one half step (on the piano, this would be the space between a white key and a black key, or the space between E and F,or B and C) But the flat and sharp signs are a tiny bit more complicated.

There are many minor scales however. There is the natural minor scale,or the Aeolian Mode, the Melodic Minor scale in which the top half of the scale sounds major going up and minor going down, the Harmonic Minor Scale which sounds like snake charmer music. the flats and sharps on these scales correspond to the scale degrees that are raised or lowered to make it sound the way that scale should.
